Why does a driver who finishes 38Th,who led no laps win more money than a 9th place driver who did lead?

You might want to ask this question in the NASCAR section. To my knowledge, there's NEVER been 38 cars in an F1 race.

It depends on what contingency programs the driver or team is participating in. Some drivers may perform better in a race, but other drivers might be participating in sponsor programs that get them money for finishing the race, finishing well, or winning.
