At all Nascar sanctioned events whether it's a race or testing, the fuel is provided free via Sunoco's sponsorship with Nascar. Teams do have to purchase the fuel they use for non-Nascar sanctioned tests and for all the fuel they use in the motor department.

If you consider that the "fuel" for the drivers would be in the form of drinks, sandwiches and the like, I would say the sponsors.

If you mean the fuel for the vehicle, I would still say the sponsors.
