May be...
Let me explain.. I think the pit road rules started in 1990-91, speed limits, and such, the pits being closed until the pace car picks up the leader.. Before that a car in turn three, could dive into the pits, get his service, and get back out, and make up an entire lap, when a caution came out.. When the cars pitted under the caution, a lap down car could get two tires, and beat the leader out, and get his lap back.. Unless the leader only took two.. lol It created so many different possibilities regarding the outcome.. Imagine a race that the leader is a quarter lap ahead, caution comes out as he comes to turn four.. The second place car jumps into the pits, but the leader has already past them.. Now here is the choice.. If the leader pits, he will be the last car on the lead lap, if doesn't, and keeps the lead, he will have to pit sooner than the others.. In other words, instead of the the race stopping while everyone gets even, then starting again (face it, they gather the cars up for pit stops, and then say ready, set, go so we can see the crews race each other.. That is dumb, and dangerous), we let them pit the first time by the pit.. The cars will be more separated (safety), and there will be room on pit road because they are not all together.. Then they could get rid of the "lucky dog", and eliminate two caution laps.. The restart should be as it is, or just single file.. You don't want to have guys position themselves in second place, because it gives them an advantage at a particular track.. You also would have to change the rule about passing before the line on the outside.. Think about it.. The leader is on the inside, and that line is passing the outside.. What does the third place guy do?? Not pass the second place car?? That would be the same as single file.. The guys on the outside could do what they wanted.. It's racing.. No need to let guys keep catching up to generate excitement because you don't trust the sport to seek it's own level, the natural flow of things will do that... It worked in the past..
Now days we all are to worried about safety. It is racing for heaven sakes.
I liked it when we had double file racing. When the leaders lined up on the inside, When we raced back to the yellow, I even liked it when we came down pit road with no speed limit (maybe that might be a bit much now days) I liked it when you worked a whole season to win a championship , now days you work all season to have a huge lead in the points and then start the chase in 2nd place(what kind of deal is that) I liked it better when drivers actually had personalities.I liked it better when the race cars actually looked like the cars we could purchase from a dealership. Remember the days?
Now days it is all about the money. It is all about not offending Jr. Nation and screwing with the system and the core fans that have been with them over the years. Nascar has forgotten its core fans, the ones who have stayed with them over the years and have traded us for a new wave of fans and money and now they are worried
But .......
Let's say half of the field is down a lap in a hypothetical situation and a caution comes out. Well it's simple for the ones a lap down. Now all they have to do is stay out and get their lap back ... right? Then they will still need to pit right? So what happens is they will have to wreck someone in order to get to pit.
My point is this. I sounds like the rule is going to breed more cautions. Cautions do give drivers time to work on cars but they are less entertaining for the fans.
However it does have it's good points I guess. It does make up for an unfair situation of a driver going down a lap because he's on pit road when a caution comes out.
I really would have liked to see them just increase the number of drivers eligible for the lucky dog.

Also usually the reason that drivers are a lap down to begin with is because they need to pit and make changes. Now it is like they have to sacrifice a pit stop just to get a lap back. It doesn't make sense. It's like a catch 22 situation.
It feels like NASCAR is scared about something...changing major rules mid season. It kinda takes away yet more tradition from the sport. They should really make big decisions such as these at the beginning of the season, not in middle of it when it can change the way the entire season is approached from here on out.halo2 weapon combos
