The black suited Stig was ex racing driver Perry McCarthy, he was sacked after revealing his identity in his autobiography, "flat out flat broke", which incidentally, is a fantastic read.
The white stig has never been truly revealed though Ben Collins is a semi retired racer that was at Richard Hammond's drag car crash a couple of years ago. I expect it rotates between all the touring car drivers they have on the special races, like the camper van racing etc.
